Last season Treyew Road was a fortress as City suffered just two defeats on their way towards winning the Southern League premier division crown.
But this season visiting teams have found it easy to take the points and this defeat was already their sixth at home, while in contrast they have lost just twice on the road.
Again City's defence looked vulnerable and against third-placed Welling they were punished in a game which they should really have taken something from.
City almost enjoyed a dream start when Les Afful hit the bar after just 26 seconds but they soon found themselves 1-0 down when when the league's top scorer Andy Pugh scored his 13th goal of the season, shooting home from the edge of the area when the ball ran loose.
Barry Hayles quickly levelled from close range after Marcus Martin helped Scott Walker's cornner back into the area and in an end to end first half there were openings for both sides.
Truro keeper Tim Sandercombe twice had to make fine saves to deny Loick Pires, while at the other end Welling keeper Daniel Thomas flung himself to his right to keep out Scott Walker's free-kick.
However, it all went wrong for Truro early in the second half when recalled City defender Arran Pugh conceded a penalty for a foul on Pires after carelessly being caught in possession.
Sandercombe though produced a marvellous save to push Pugh's spot-kick for a corner.
But from the corner Pires rose unchallenged to head home and leave City 2-1 down.
The goal knocked the wind out Truro and came as no real surprise when Welling broke quickly and player-manager Jamie Day made it 3-1 from 20 yards with a low drive past a flat-footed Sandercombe.
City did manage a second goal in stoppage time when Barry McConnell fired through a crowd of players, but they were unable to find an equaliser as they slipped one place to ninth in the table.
